GSOP Problem Diagram
The GSOP Problem Diagram details the goals and solution work units for each of the three People’s Projects for the Outreach Program. It is similar to an engineering statement of work.

Personnel Plan
The Personnel Plan shows the number of full and part-time personnel required for each of the solution work unit in the Problem Diagram. It identifies teams and sub-teams, hiring priorities and timing, and numbers of co-located personnel.

Analyzing Data

Cost Plan
The Cost Plan is based on the personnel requirements in the Personnel Plan and a labor rate of $121K for engineers, economists, social experts
and other needed specialists. The plan also includes a manpower and cost estimate for the Administration Team needed to support GSOP execution.

Beach Cleanup

Start Up Plan
The Start Up Plan provides the overall strategy and detailed steps to start up the GSOP and the supporting Administration Team using temporary Start Up Teams to initiate and guide work during the first year. A Vanguard Team is identified to begin work quickly on key solution work units.
